The whole point of the current qualifiying system is that you don't need to do this--the qualifying rules are "25% or 5, whichever is greater, get to qualify". Specifically 'cause of the "all non winning finalists tie for second place" rule. Then going back and changing this such that you now need to determine who is actually second place completely circumvents the system as it stands. Why are they doing this?
With the current system, the only time 5 is going to be more than it would be otherwise is if you have less than 18 people. And then you are really only gaining 1 or 2 extra qualifiers (heck, with 10 people, 25% rounds up to 3 anyway). What is to be gained by changing the system? If you want to minimize qualifiers, run a mini qualifier (where only the winner qualifies). [Peter D Bakija]
